Ritchie Smith Associates prepared design guidelines for streetscape improvements to enhance the historic downtown area adjacent to the Arkansas River and Riverfront Park. Services included collaboration with a citizen committee and city staff and administration to facilitate coordination among revitalization projects in the emerging cultural district, anchored by the new main library, science and history museum, and farmers' market. The plan formed the basis for the city's implementation of public improvements, including sidewalks, crosswalks, street trees, street lights, and site furnishings. When the River Market District became home to the Clinton Presidential Library, East Markham was renamed President Clinton Avenue.
